Council Services
Roading
Council’s Roading Division is responsible for managing the city's roading assets. This includes:
- 234km of roading
- 300km of kerbs and channels
- 226km of footpath
- 3,487 street lights
- 52 bridges (including 6 pedestrian foot bridges)
- numerous sumps and street signs.
Council is also actively involved in road safety education and community projects.
This is in keeping with Councils Strategic Plan to provide a cost effective, high quality and safe road system with a transport network that creates high standards of accessibility within the city, and is user friendly for both residents and visitors as a result of high traffic engineering standards and good directional signage.

PLAN.IT.road
PLAN.IT.road is based on a live database via the internet from BureauCo. It is licenced by BureauCo and while they are the best people to provide a complete run down/demo, the following is a brief overview from the Upper Hutt City Council perspective.Council has been working with BureauCo for some time during development of the system using our information for base loading and the system launched in mid April. To date only our own utilities are using it but we will be extending it out to all utility operators with the intention that by 1 August 2008 - we will not be accepting paper based Road Opening Consents or Carriageway Opening Requests under the National document. We will only accept consents through PLAN.IT.road.
We have also loaded all our aerials and service plans onto the system via our GIS network so these are available to anybody who is a registered user. We also have our first three years forward works programme available through PLAN.IT.road to enable better co-ordination of works between us and the utility operators.
There is a facility to have all the utility operators service plans live on the system as well but there is no compulsion for them to do so. It will work simply by having an email address listed for each service authority. By using the system you can:
- electronically request asset infromation
- produce a preliminary works notice, and
- the full gambit of the Road Opening notice including final sign off on completion of the work.
PLAN.IT.road will also remind you when the maintenance period is up and the works need re-inspection. All applications can be seen through the GIS. All utility operators in your 'area of interest' which for us is the entire City but for a utility operator may only be part of it, can register to be notified of any enquiries logged within that 'area of interest'. This means that they can all comment on the application and the "Road Controlling Authority" can see those comments before they approve the consent.
There is provision to separate the State Highway out from the local roads as two separate areas of interest. From what I have seen of the new National Document and our requirements as an RCA under this document it is the best system that I have seen and we are totally confident that it will allow us as the RCA to give an excellent service under that document.
It is certainly transparent, has a complete audit trail and is a big improvement on our old paper based system. BureauCo have been developing the system with the new document in mind and will make any changes required once the document becomes final. At the moment there are some minor differences from the BureauCo system and the document in terminology but it would be unwise to change this until the document becomes an accepted national document.
I would thoroughly recommend that you have a good look at this system.
